Sometimes there is limited research information – especially with new projects. In these situations, I would try to identify fictional subjects for persona creation. How? Simply by using user scenarios and flows from introduction to the business goals. Here are just a few that I created. This was for the Rakuten Global SIM project where users needed an cheaper alternative to expensive mobile carrier services when users traveled outside of Japan.
Of course it is more beneficial to obtain actual subject when creating personas, but as previously mentioned, there was limited research information as well as budget and time.
